BADMINTONscotland - Commonwealth Games Delhi 2010 Athlete Selection Policy Introduction 1 This selection policy has been agreed by BADMINTONscotland and Commonwealth Games Scotland (CGS). It provides detail on the process by which BADMINTONscotland will arrive at its nominations for selection of athletes within the Scottish Team in Delhi 2010 which will be submitted to CGS for consideration. 2 In all cases, selection by BADMINTONscotland represents a nomination to CGS for ratification. The final decision in selection to the 2010 Games lies with CGS. Achievement of the selection criteria therefore represents eligibility for nomination, not selection or even nomination. 3 BADMINTONscotland will nominate only those athletes that have qualified under both the BADMINTONscotland selection criteria stated below, and the CGS General Selection Criteria (available on the CGS website) that should be read in conjunction with this policy. Selection Policy Aim 4 To select a team of athletes capable of competing with distinction at the 2010 Commonwealth Games, with the individuals and the team having the ability to achieve at least a top eight placing in the anticipated field. Athlete Eligibility 5 The eligibility criteria of the Commonwealth Games Federation (CGF), Article 24, must be met by all nominees, see Appendix 1. 6 Where prospective team members do not comply with the above they will only be nominated for final selection if they receive prior dispensation from the Commonwealth Games Federation (CGF). Games Competition Format 7 Team event (maximum of ten players per country - 5 male and 5 female) Men’s and Ladies’ Singles (maximum of 4 entries per country for each event) Men’s and Ladies’ Doubles (maximum of 2 pairs per country for each event) Mixed Doubles (maximum of 4 pairs per country) Selection criteria 8 The selection of nominees will take place from the 1st June 2009 to the 31st May 2010. 9 CGS requires that players have the ability to finish in the top 8 or a minimum of a top half placing, whichever is the higher standard, or to have the ability to enhance medal potential for the Team Event at the 2010 Commonwealth Games. To demonstrate this, BADMINTONscotland and CGS have agreed the following criteria: · A world ranking of top 50 in the women’s singles event · A world ranking of top 50 in the men’s singles event · A world ranking of top 50 in the women’s doubles event · A world ranking of top 50 in men’s doubles event · A world ranking of top 50 in mixed doubles event. 9.1 World rankings must be achieved for at least four (not necessarily consecutive) weeks during the selection period covered by this policy. At least 3 of the weeks must be in 2010, with one being in the last 4 weeks of the selection period. 10 Players must also play in a minimum of 6 events from the following: · World Championships · Super Series events · European Circuit events The best six results from these events will be taken into account. Wins against world ranked top 50 players in these events will be expected. 11 Players must compete in the Scottish National Championships 2010, and reach the relevant final of at least one event. 12 In doubles events, where a Scottish player qualifies by virtue of their World Ranking with a non Scottish member of the British World Class programme, a Badminton World Federation (BWF) Notional partnership with another Scottish player may be considered for qualification if the Notional ranking achieves the criteria. The same ranking requirements as stated in 9.1 will apply. 13 In doubles events, where a Scottish pair cannot play together regularly because of commitments to the British World Class programme and where they do not qualify under the above paragraph they may be considered for qualification if they have a win as a pairing over a top eight ranked Commonwealth pair (or equivalent world ranking), in a recognised tournament, as stated above. Other Selection Factors for Consideration: 14 The following aspects will also be taken into account: · Head to head results against higher ranked opposition in the Commonwealth. · Where a player has clearly demonstrated their ability to meet the criteria before a period of injury which has affected their world ranking. · Ability of a player to enhance medal potential in the team event. · Best team combinations and individuals’ playing form. Players will also be asked to undertake health and fitness checks prior to nomination to the CGS or any period thereafter and prior to the Games. 15 As per the CGS general criteria, consideration will be given by CGS to selecting individuals who may not have met the standards above but are agreed in advance by CGS to be potential medal winners in the Glasgow 2014 Commonwealth Games. All individuals nominated under this category must be identified as such and meet a general criteria of making the top two thirds of the potential field in their event. Selection on this basis may take into account anticipated future performances but these must be based clearly on results in competitions, both junior and senior, prior to nomination. BADMINTONscotland must discuss, and obtain agreement, with CGS six months in advance of any nomination if any athlete is likely to be proposed on this basis. Athletes will not be considered under this category just on the basis of having missed the agreed standards. Injury, Illness and other exceptional circumstances 16 Failure to meet any of the selection criteria for reasons of injury, illness, or any other exceptional circumstances by an athlete who still wishes to seek selection, must be backed by medical evidence, or any such additional evidence as may be reasonably requested, by the BADMINTONscotland Selection Panel. 17 Any unavailability for competition or training, for any of the reasons above, must be advised and agreed with the Head Coach in advance. Selection process 18 The BADMINTONscotland Senior Selectors, as appointed by the Board of Directors, will select athletes to be nominated to the CGS, in accordance with the selection criteria detailed above. 19 The qualifying period for badminton will commence on 1st June 2009 and end on 31st May 2010. The proposed list of nominees will be submitted to CGS by 30th June 2010. A maximum of ten players (5 male and 5 female) plus two non-travelling reserves will be nominated to CGS for selection. 20 Details of compulsory training sessions and camps will be announced in Autumn 2009. 21 CGS will confirm the final team selections by 19th August 2010. 22 Final selection to the Games team is dependent on receipt of relevant information required by CGS such as the CGF Eligibility form and Team Member Agreement. De-selection 23 Deselection from the list of athletes submitted to CGS may occur as a result of: · Failure to meet the standard fitness testing protocols. · Failure to adhere to the athlete code of conduct or the Team Member agreement. Appeals Process 24 Once the BADMINTONscotland nominations are made public any player not included in the team has the right of appeal. Appeals against non-selection and de-selection will be heard by the BADMINTONscotland Appeals Committee, in accordance with the Bye-Laws and Rules of Scottish Badminton Union Limited (Ref 3.8.3.5) 25 An athlete not included for nomination may not appeal directly to the CGS. Appointment of Team Staff 26 The Team Leader appointed by CGS in consultation with BADMINTONscotland is Julie Hogg. The final complement of Badminton team staff attending the Games will ultimately depend upon team composition and will be determined by CGS in consultation with BADMINTONscotland.
Appendix 1 Eligibility and Conditions for Representation Competitor eligibility and conditions for representing
ARTICLE 24 Eligibility 1. Subject to Article 24(2), as a condition of entry to compete in the Commonwealth Games, all competitors must be citizens or subjects of the Commonwealth Country that enters them and must: (a) not be currently under disqualification or suspension by the Federation, or their respective Affiliated CGA or IF or under the World Anti Doping Code; (b) comply with all applicable rules and regulations of the Federation, their respective IFs and the World Anti Doping Code as may be modified and applied by the Federation to ensure that the overriding principles of the Commonwealth Games are observed. 2. Subject to Article 24(3), where a competitor was born in a Commonwealth Country that has common citizenship/passport with other Commonwealth Countries, the competitor may initially represent either the competitor's Commonwealth Country of birth; or the Commonwealth Country of birth of his or her father or mother that shares the same citizenship/passport. 3. After having represented one Commonwealth Country at the Commonwealth Games, a competitor may not represent another Commonwealth Country unless he or she receives the approval of the Federation, the relevant IF and the Affiliated CGAs of the two Commonwealth Countries concerned. 4. It is the responsibility of all Affiliated CGAs to ensure that their competitors are fully aware of and comply with the eligibility rules of the Federation. 5. The Executive Board shall have the power to waive the provisions of Articles 24 (1-3) in its discretion. In relation this clause, the CGF Executive at its meeting in August 2004 gave the following guidelines. If an athlete has previously represented a country at a Commonwealth Games they may continue to represent that country at future Games. Athletes wishing to compete for a country on the basis of residency must show they have resided in that country for five years immediately prior to those Games. Further guidelines were given in August 2005 as follows: Athlete Eligibility- Athlete Dispensation Criteria The General Assembly noted the Executive Boards decision that in accordance with Article 25 (5) dispensations would be granted to athletes where common passports exist in that an athlete may represent the new country subject to having fulfilled all the requirements of the relevant International Federation. 6. All nominations for selection must fulfil the requirements as outlined above, and in addition, be members of, or affiliated to, the Scottish governing body of the sport by which they are nominated either directly, or indirectly through their club or other such organisation. 7.
